Summary


Supervise staff and oversight of the Airport Operations and Security department. The primary mission is compliance with and implementation of Federal Aviation Regulation (FAR) Part 139 - Certification of Airports, the Airport Certification Manual (ACM), and Transportation Security Administration (TSA) Regulation Part 1542.

Essential Functions


  • Establish performance standards, evaluate the performance of subordinate staff, and establish work priorities, goals, objectives, and schedules.
  • Responsible for personnel issues such as disciplinary action, hiring, and firing.
  • Responsible for the training of all Airport Operations personnel.
  • Assists in preparing, monitoring and administering the operating budget for Airport Operations and Security.
  • Continuously monitors skill levels and determines training needs.
  • Responsible for review, updating, and compliance with regulatory agencies of the airport certification manual, airport security program, wildlife hazard management plan, airport emergency plan, pavement maintenance management plan, snow and ice control plan and other documents as may be required.
  • Inspect airside and landside areas for compliance with contractual and safety obligations of the aircraft operator and tenants' leases.
  • Implements changes or improvements concerning the daily operations of the airfield.
  • Inspects all runways, taxiways, ramps, and the associated areas to ensure compliance with FAR Part 139 and the ACM, and to ensure conditions are safe for the continued operation of aircraft.
  • Direct and make immediate and vital decisions affecting the continuation of air and ground operations during emergency conditions and inclement weather operations, in accordance with FAR Part 139, TSA Part 1542, and other applicable advisory circulars when applicable.
  • Conduct security patrols, issue security challenges and conduct vehicle security inspections.
  • Direct closure of airport movement areas and issue appropriate notices to airmen (NOTAMS) when discrepancies or unusual circumstances exist, in accordance with FAR Part 139.
  • Coordinate snow and ice control procedures including condition assessments, runway friction measurement, condition reporting, and planning and coordinating runway and taxiway openings and closures with all LPSIA departments and tenants.
  • Act as Airport Security Coordinator.
  • Perform wildlife hazard management through hazing and lethal reinforcement.
  • Review and/or document daily airfield events through daily logs and incident/information reports.
  • Conduct, review, and a variety of training sessions for Aviation Division personnel including driver and security procedures training, authorized signatory holder's; verify access requirements and issue identification media in accordance with approved FAA and TSA policies and procedures.
  • Coordinate airport operations, maintenance and safety matters with other personnel, divisions, departments and outside agencies; respond to complaints and concerns from airport tenants and the general public.
  • Inform management regarding airport maintenance and construction projects.
  • Maintain contact with regulatory agencies and airport tenants.
  • Respond to all emergencies and inclement weather situations. May function as on-scene commander during crises.
  • Direct the issuance of all airport security identification badges and vehicle hangtags for work being performed on airport properties.
  • Prepare reports as required by management or regulatory agencies.
  • Cover the Airport Operations Agent schedule as needed.
  • Perform related duties as assigned.

Qualifications


Completion of a bachelor degree in aviation management, airport management, aeronautical science or other related field, with an additional one to three years of experience in aviation operations or administration; or any combination of relevant education and experience which provides the following:

Valid Current Driver's License;
TCOLE Telecommunications License preferred or must obtain within one year of employment;
Hunter's Education certificate preferred or must obtain within three months of employment;
Airport Security Coordinator certificate required within 3 months of employment.

Prefer Designation as an Airport Certified Employee (ACE) in Airfield Operations, and/or Certified Member (CM) status through the American Association of Airport Executives.

Knowledge and Abilities


Knowledge of:
  • Knowledge of FAR parts 77 and 139.
  • Knowledge of FAA Advisory Circulars (AC's) 150 series pertaining to airports.
  • Knowledge of weather and NOTAM terminology used in Airport Operations.
  • Knowledge of airport emergency operations, methods, procedures, and practices.
  • General administrative and public service operations
Ability to:
  • Supervise airport operations and security;
  • Maintain and prepare a variety of operational reports;
  • Communicate effectively with others;
  • Safely handle firearms, pyrotechnic devices, and chemical repellents used in wildlife management;
  • Understand regulatory documents and apply this information into training materials for employee guidance and instruction;
  • Remain calm and effective under stressful conditions;
  • Determine exact condition of all airport surfaces through visual inspection and reports from sub-ordinates, pilots and other personnel;
  • Establish and maintain effective working relationships with airport tenants, governmental agencies, and other Aviation Department employees;
  • Make safe and sound assessments and decisions under pressure of emergency situations such as snowstorms and aircraft accidents;
  • Work in all weather conditions required;
  • Must obtain ASC certification;
  • Must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Convictions;
  • Must pass a federal security background investigation to acquire and maintain Department of Homeland Security/TSA mandated airport security identification and access control media;
  • Must pass a TSA Security Threat Assessment;
  • Must pass Airport Security training as required by TSA regulations.
Physical Requirements :
Maintain the ability to:
  • Frequently walk and stand during the shift,
  • Occasionally climb stairs, ladders, and other inclined surfaces;
  • Occasionally bend and kneel during the shift;
  • Maintain far vision sufficient to determine condition of internal and external facilities and equipment during normal, emergency and adverse weather conditions;
  • Frequently lift and carry up to 10 pounds;
  • Occasionally lift and carry up to 25 pounds;
  • Push and pull objects
  • Frequently flex upper trunk forward at the waist and partially at the knees;
  • Place arms above, at, and below should height;
  • Have visual acuity of 20/20, with or without corrective lenses to determine condition of internal and external facilities and equipment during normal, emergency and adverse weather conditions.
  • Perceive those colors necessary for the safe performance of driving within the airport operations area.
