OVERVIEW

The Preferred Communities (PC) Program is funded by the Office of Refugee Resettlement (ORR) to provide intensive case management to the most vulnerable refugees. USCRI operates the PC program through partner agencies to facilitate self-sufficiency for especially vulnerable refugees by providing individualized, comprehensive case management services. The PC Program Officer will report to the Manager of Refugee Services and will work with a team to support successful resettlement and integration through the provision of extended case management for vulnerable refugee populations and enhanced community partnerships and capacity. The Program Officer will collaboratively manage program activities; provide training and technical assistance to program sites on case management, housing, and program implementation; monitor and evaluate program activities; support data analysis, programmatic and financial reporting; collaborate regularly with other programs within USCRI; and ensure overall program compliance. Position is in person at the Headquarters office in Arlington, Virginia.

DUTIES AND RESPONSIBILITIES

  • Provide national oversight of program activities;
  • Provide culturally competent training and technical assistance on the subject matter to a national network of providers;
  • Provide strong support and guidance on subject matter to network;
  • Ensure compliance with federal guidelines through monitoring and evaluation activities;
  • Collect data, write reports, provide support in proposal continuation applications; and
  • Perform other duties as assigned by supervisor.

REQUIREMENTS

  • A Master’s degree from an accredited institution with at least two years of progressive experience in the resettlement, humanitarian, or other relevant field, or a Bachelor's degree with at least three years of progressive, relevant work experience.
  • Demonstrated experience providing case management services domestically or relief services overseas is highly desirable.
  • Experience in social services, trauma-informed and responsive care, strength-based case management.
  • Program management oversight of a national program is highly desirable.
  • Strong writing and computer skills are essential along with a background in grant management and training.
  • Excellent interpersonal skills, including strong writing and demonstrated intercultural communication capability;
  • Detailed oriented and experience working with tracing and verifying data preferred;
  • Proficient in the use of MS Word, MS Access, MS Excel and database programs;
  • Highly adaptable and flexible with the ability to multi-task and prioritize in a demanding work environment;
  • Positive attitude and willingness to be part of a team and also work independently is highly desirable;
  • Must have the flexibility to travel domestically; and
  • Dedication to the rights of refugees, immigrants, asylum seekers, and displaced persons.

PHYSICAL DEMANDS

  • Use of manual dexterity, tactile, visual, and audio acuity;
  • Use of repetitive motion, prolonged periods of sitting and standing, and sustained visual and mental applications and demands; and
  • Occasional lifting (up to 25 pounds), bending, pulling, and carrying.
